This is an 1899O Morgan Dollar with a micro O mintmark. The mintmark punch was originally intended for use with Seated Liberty and Barber quarters. There are three different varieties of micro O mintmarks for 1899 - the coin pictured here catalogs as a VAM 31. The micro O mintmark varieties of 1899 are scarce but not rare - the VAM book estimates that tens of thousands are available. The example pictured below is graded NGC 64. Mint state examples of 1899 micro O mintmark dollars (like this one) are very rare.
